Amends Arizona Revised Statutes sections 11-951 and 11-981 to add "political subdivision entities" as defined in section 38-711 to the definition of public agencies.

Expands the types of entities eligible to establish self-insurance programs and trust funds for employee health, accident, life, disability benefits, and liability claims to include political subdivision entities in counties with populations exceeding one million persons.

Requires political subdivision entities establishing self-insurance trust funds to comply with existing requirements including designation of a licensed risk management consultant, administration by at least five joint trustees, bonding of trustees, incorporation of stop-loss provisions, and annual external audits.

Adds a new subsection G to section 11-981 defining "political subdivision entity" by reference to section 38-711 for purposes of the statute.

Effective upon approval by the Governor on May 12, 2025.
