Amends Section 40-461 of Arizona Revised Statutes to add a new definition to the residential utility consumer office statute.

Defines "Represent the interests of" as advocating for the safest and most reliable utility service achievable at the lowest retail rate possible.

Maintains existing definitions for "Director" (director of the residential utility consumer office), "Office" (the residential utility consumer office), and "Public service corporation" (as defined in Arizona Constitution Article XV, Section 2, excluding member-owned nonprofit cooperative corporations).
