Senate Bill 1120 Summary

• Amends Arizona law governing creation and boundary changes of special taxing districts (fire, sanitary, community park maintenance, and hospital districts) by clarifying how assessed valuations are determined for petition and approval purposes.

• Establishes that assessed valuations for district formation and annexation petitions are determined using limited property values for county assessor properties and full cash values for department of revenue properties, as defined in new section 48-261.01.

• Expands the definition of taxable property subject to district creation and boundary change petitions to include both real and personal property, not just real property.

• Makes technical amendments to petition form requirements and procedures in sections 48-261, 48-262, and 48-266 to align language with the expanded property valuation methodology.

• Effective April 21, 2025 (filing date with Secretary of State).
