• Establishes towing rates as a matter of statewide concern, prohibiting counties, cities, towns, and other political subdivisions from regulating rates beyond those published in the Department of Public Safety tow service agreement.

• Requires private towing carriers to charge only the rate published in the Department of Public Safety tow service agreement for the location where the vehicle was towed.

• Updates parking violation sign requirements to specify minimum dimensions (9 inches wide by 12 inches tall, maximum 12 by 18 inches), weather-resistant materials, placement at driveways, and must include a 24-hour monitoring phone number and website link or QR code for towing and storage rates.

• Allows private towing carriers to recover overcharges through reimbursement to vehicle owners and establishes liability of two times the towing and storage fees for carriers or parking facility owners who intentionally, knowingly, or recklessly violate the statute.

• Specifies vehicle release requirements, including acceptable forms of ownership proof (title, registration, insurance release, lien proof, etc.) and requires itemized receipts for all towing services.
