Amends Arizona law to allow (instead of prohibit) city and town candidate committees to transfer contributions to that same candidate's statewide or legislative office committee.

Establishes that when transferring contributions from city, town, or county candidate committees to statewide or legislative committees, the aggregate amount transferred from an individual cannot exceed the contribution limit for the statewide or legislative office.

Requires incorporated cities, towns, and counties to adopt financial disclosure standards for local public officers that are consistent with state law requirements.

Mandates that local public officers' completed financial disclosures be accessible to the public on the city, town, or county website.

Changes to section 16-913 regarding candidate committee transfers are effective December 31, 2026 and apply only to contributions received after that date.
