Amends Arizona's high school graduation requirements to replace the requirement for "a comparative discussion of political ideologies, such as communism and totalitarianism" with instruction on "comparative politics."

Creates a new section requiring age-appropriate and developmentally appropriate instruction on the history of communism in the United States, domestic communist movements, and their tactics.

Mandates instruction on atrocities committed by communist regimes in foreign countries and comparative discussion of communism and totalitarianism as ideologies conflicting with U.S. founding principles.

Requires instruction on the threat of communism during the twentieth and twenty-first centuries, including the cultural revolution in China, and communist policies in Cuba and Latin America.

Authorizes the State Board of Education to consult with individuals who were victims of communism and state or nationally recognized organizations dedicated to victims of communism when adopting these instructional requirements.
