Sets termination date of July 1, 2033 for the Arizona Empowerment Scholarship Accounts (ESA) program, with full repeal of enabling statute by December 31, 2033.

Requires joint legislative audit committee to direct legislative committees of reference to complete a comprehensive program review at least 17 months before the termination date, assessing program necessity and whether original objectives have been achieved.

Mandates auditor general to conduct a program performance audit examining whether the department manages the program economically and efficiently, whether desired results are achieved, and whether legislative objectives are being met.

Requires committees of reference to hold at least one public hearing to receive testimony before deciding whether to continue or terminate the program based on the review report and performance audit.

Program is continued if the legislature passes continuation legislation and the governor signs it before the July 1, 2033 termination date, even if the legislation has not yet become effective.
