Amends the school safety program under Arizona Revised Statutes § 15-154 to explicitly include school psychologists alongside school resource officers, juvenile probation officers, school counselors, and school social workers as eligible positions for funding.

Requires school districts and charter schools to submit program proposals on or before February 15 (changed from April 15) to participate in the school safety program for up to three fiscal years.

Mandates that school counselors, school psychologists, and school social workers partner with and communicate with parents or students in every feasible and appropriate circumstance before implementing the school guidance, counseling, and intervention plan.

Adds a formal definition of "school psychologist" as a professional educator who holds a valid school psychologist certificate issued by the department of education.

Requires the department of education to evaluate and report annually to the legislature on the effectiveness of all approved school safety program proposals, including survey results and impact data from participating schools.
