Requires all school personnel who provide academic instruction at qualified schools accepting empowerment scholarship account (ESA) payments to have at least one of the following: a baccalaureate or higher degree from an accredited postsecondary institution, at least three years of teaching experience, or specialized skills/knowledge related to their subject matter.

Defines "school personnel" as individuals hired after January 1, 1990 who are either paid employees of the qualified school or non-employees who provide direct services to students (excluding parents/guardians and those under direct supervision of paid employees).

Applies to personnel providing academic instruction regardless of whether they are employed by the school or provide services as independent contractors.
