Prohibits payment card networks from requiring or incentivizing the use of merchant category codes that distinguish firearm retailers from other retailers.

Prohibits persons and covered entities from assigning firearm retailers a merchant category code that distinguishes them from other retailers.

Prohibits government entities from keeping lists, records, or registries of privately owned firearms or their owners, except during criminal investigations or as otherwise required by law.

Establishes enforcement authority with the Attorney General or county attorneys, who may issue written notice of violations and pursue injunctions if violators do not cease conduct within 30 business days.

Authorizes courts to assess civil penalties of up to $1,000 per violation for purposeful non-compliance with injunctions and allows recovery of attorney fees and costs.
