Requires all construction contracts entered into by revitalization districts to comply with section 34-221 (Arizona's prompt payment requirements for construction contracts).

Prohibits municipalities from operating or using infrastructure constructed by a district until the contractor performing the work has been paid in full for work performed.

Prevents districts from being dissolved if monies are owed to licensed contractors for infrastructure installation work.

Requires that bond proceeds or reimbursements cannot be applied to repayments if any contractor constructing infrastructure for the district has not been paid in full, as certified by the contractor and district engineer.

Applies only to revitalization district infrastructure construction work commenced on or after the effective date of this act.
