Allocates funds to Arizona police departments, county sheriff's offices, and university police departments, with amounts ranging from $44,200 to $600,000 per agency.

Largest allocations go to Pinal County Sheriff's Office ($600,000), Department of Public Safety ($574,000), and Phoenix Police Department ($343,000).

Makes the appropriations exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
