Establishes comprehensive regulatory framework for wind farms on state and federal land in Arizona, requiring county approval before any construction or conditional use permits can be issued.

Wind farms cannot be located within six miles of residential-zoned property and must obtain approvals from the State Historic Preservation Office, Arizona Game and Fish Department, Arizona Geological Survey, and Federal Aviation Administration before proceeding.

Counties must establish financial surety requirements covering cleanup, decommissioning, and site restoration costs plus ten percent contingency, with annual recertification and three-year independent engineer reviews for projects on public land.

Allows county residents within twelve miles of a proposed wind farm auction to protest the terms, and permits voters in the supervisory district to file referendum petitions against county approval of wind farm permits within sixty days.

Includes six-month moratorium on permit approvals to allow counties to develop conforming regulations; does not apply to wind farms already under construction as of the effective date; applies retroactively to December 31, 2024.
