Amends the Military Transitional Housing Fund to allow spending on construction planning and comprehensive care facilities providing supportive housing, medical care, and behavioral health services for military members transitioning to civilian life.

Expands eligible funding sources to include the U.S. Department of Defense, Executive Office of the President, and other federal agencies; changes "undesignated" federal monies to "designated" federal monies eligible for military transitional housing.

Removes a provision requiring the Department of Housing to notify local jurisdictions and seek comment before proceeding with construction projects in their jurisdictions.

Allows the department to use designated federal monies to administer the fund without the ten percent cap previously applied to annual administration costs.

Establishes a new housing grant program administered by the Department of Housing to award grants to veteran-owned nonprofit organizations or for-profit companies for constructing military transitional housing, veteran housing, affordable housing, or homeless housing.
