Amends section 11-445, Arizona Revised Statutes, to adjust fees charged by sheriffs and constables for civil services.

Increases the maximum fee for writs issued by justices of the peace from $5 to $10 per writ, with collected fees deposited into the constable ethics standards and training fund.

Modifies constable mileage calculation language in counties with populations over three million persons when justice of the peace offices are located outside precinct boundaries.

Requires constables to maintain standardized daily activity logs documenting all civil processes served or attempted, including case numbers, party names, addresses, dates, and daily mileage, to be filed monthly with the county clerk.

Requires approval by at least two-thirds vote of both legislative houses and takes effect immediately upon gubernatorial signature or three-fourths legislative override of a veto.
