AZ SB1165

Establishes a Book Gifting Fund administered by the Department of Economic Security, with monies continuously appropriated and exempt from lapsing provisions.

Requires the Department to establish application procedures for nonprofit volunteer-run organizations to apply for grants to purchase and distribute age-appropriate books to children ages birth to five at no cost to recipients.

Authorizes the Department to distribute grant monies from the fund to qualifying nonprofit organizations that demonstrate capacity to purchase and distribute age-appropriate books to young children.

Appropriates $5,000,000 from the state general fund in fiscal year 2025-2026 to the Book Gifting Fund.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190.
