Amends Section 28-3165 of Arizona Revised Statutes regarding nonoperating identification licenses issued by the Department of Transportation.

Expands fee exemptions to include persons without a residence address and persons whose residence address is a homeless shelter (previously limited to veterans in these categories).

Establishes that nonoperating identification licenses issued after the effective date of this amendment are valid for eight years, except for licenses issued to persons with suspended driving privileges (which remain valid for 180 days maximum).

Removes the definition of "veteran" from the statute in relation to fee exemptions, broadening the exemption to apply to any person meeting the residence criteria regardless of veteran status.
