Amends Arizona Revised Statutes Section 28-1594 to prohibit peace officers from conducting traffic stops while driving unmarked vehicles.

Defines "unmarked vehicle" as a vehicle that is not appropriately marked to show that it is an official law enforcement vehicle.

Preserves the existing authority for peace officers and traffic enforcement agents to stop and detain persons for suspected traffic violations, but only when operating marked vehicles.

Applies to investigations of actual or suspected violations of Arizona traffic laws and service of traffic complaints for civil or criminal violations.
