Amends Arizona Revised Statutes Section 13-1105 regarding first degree murder liability for felony murder.

Adds requirement that if a person is not the actual killer in a felony murder case, they must have acted "with the intent to kill" and aided, abetted, counseled, commanded, induced, solicited, requested or assisted the actual killer.

Maintains that if the person is the actual killer, no specific mental state beyond what is required for the enumerated felony is necessary for first degree murder conviction.

First degree murder remains classified as a class 1 felony punishable by death or life imprisonment under existing sentencing provisions.
