Municipalities are prohibited from enacting or enforcing noise ordinances that restrict general construction activities between May 1 and October 15 during 5:00 a.m. to 7:00 p.m. on business days and 7:00 a.m. to 7:00 p.m. on Saturdays, provided work is performed under a valid building permit.

Counties are subject to the same prohibition on restricting general construction activities during the specified summertime hours (May 1 to October 15) when work is conducted pursuant to a validly issued building permit.

Both municipalities and counties must allow concrete to be poured at least one hour before the scheduled start time for general construction activities.

The act is effective immediately as an emergency measure.
