Establishes minimum wage requirements for transportation network company drivers and transportation delivery company drivers, requiring the greater of: minimum wage, $1.00 per mile, $0.47 per minute, $5.62 minimum per trip, or 80% of customer cancellation fees.

Requires transportation delivery company drivers to be paid the greater of the above rates or 175% of local minimum wage per hour for active deliveries, with a 25% pay increase for deliveries exceeding 50 minutes or 50 miles.

Mandates transportation network companies and delivery companies provide affected drivers with a 3% annual cost-of-living adjustment.

Requires companies to provide $600 quarterly health care cost reimbursement to drivers who average at least 32 hours per week during that quarter.

Requires companies to provide one hour of paid sick leave for every 32 hours worked.
