Creates "community college access and success special plates" that match the design of collegiate license plates issued before December 31, 1992, with optional modifications by community college districts.

Requires an entity to pay $32,000 to the department for implementation; the first $32,000 collected in the special plate fund must be reimbursed to that entity.

Establishes a community college access and success special plate fund receiving $17 annually per plate (of the $25 fee), with $8 going to state highway fund administration; up to 10% of annual fund monies may be used for fund administration.

Allocates fund monies to 501(c)(3) organizations headquartered in Arizona founded in 2006 that support LGBTQIA+ community college students and employees, provide scholarships, and work to transform lives through education.

Allows personalized special plates to be combined with community college access and success plates subject to additional personalized plate fees.
