Allows persons to register to vote during the 28 days preceding an election if they have been a county and precinct resident for at least 29 days immediately before the election.

Permits same-day voter registration at polling places on election day upon completion of a registration form and proof of residence.

Voters who register under these provisions may only vote using a provisional ballot for the election on which they registered, but may vote normally for any election held at least 29 days after registration.

Same-day and late registrants cannot vote in partisan primary elections until at least 29 days after the election day on which they registered.

Establishes automatic voter registration at driver license facilities, with applicants able to decline registration within 21 days after receiving notice of the process.
