SB 1194 Summary

• Establishes automatic voter registration for applicants obtaining or renewing driver licenses, nonoperating identification licenses, or making changes to license information, provided they meet voter eligibility requirements.

• Applicants will be automatically registered unless they actively decline registration within 21 calendar days after receiving notice of the decline process from the county recorder.

• Requires the Department of Transportation and Secretary of State to adopt rules implementing automatic registration, including conforming license and voter registration forms and establishing electronic transfer of registration information to county recorders.

• Mandates the Department of Transportation provide applicants with voting eligibility requirements, an attestation statement signed under penalty of perjury, information about false registration penalties, and confidentiality notices regarding registration status.
