Allows parents in termination of parental rights cases to request a jury trial by filing a written request before or at the initial hearing under section 8-535.

Requires notice of the jury trial option to be included in the notice of initial hearing; if multiple parents request jury trials, one jury trial may be held for the entire proceeding.

Sets jury composition and concurrence requirements consistent with section 21-102, subsection c, and requires jury trials to commence within 120 days after the initial termination hearing is completed.

Directs the administrative office of the courts to report by January 1, 2028, on the number of jury trials requested and completed, outcomes and length compared to bench trials, and feedback from parties and court personnel.

Takes effect June 30, 2026.
