Expands the definition of proposals requiring health coverage analysis reports to include proposals that restrict the form or amount of cost sharing applied to health plan benefits, not just mandates for new coverage.

Adds effectiveness of treatment or service as a required factor in social impact assessments, and adds cost sharing restrictions to multiple impact analysis sections.

Requires analysis of whether Arizona will be required to defray costs that treatments or services may add to federal marketplace subsidies under 42 U.S.C. § 18031(d)(3)(B).

Adds new financial impact factor analyzing how mandated coverage or cost sharing restrictions affect other policyholders who do not use the affected treatment or service.

Clarifies that reports must address the specific language of proposed mandates or cost sharing restrictions and that similar proposals from other jurisdictions are insufficient.
