Amends Arizona Revised Statutes Section 36-2901.06 to make a technical correction to language regarding capitation rate adjustments for the Arizona Health Care Cost Containment System (AHCCCS).

Changes capitation rate adjustment language from "shall be limited" to "are limited" to utilization of existing services and inflation.

Maintains the requirement that policy changes, program creation, or program expansion must be approved by the legislature or required by federal law or court mandate before capitation rates can be adjusted beyond existing utilization and inflation.
