Amends Arizona Revised Statutes Section 11-255 regarding county publication and advertising contracts.

Allows written notice for contract bidding to be provided by electronic means, in addition to or instead of traditional paper notice.

Permits counties to satisfy statutory publication time frame requirements through electronic editions of the official county newspaper when the print publication schedule cannot meet those deadlines.

Maintains existing requirements that counties contract with qualified newspapers for official advertising and printing, with preference given to the lowest bidder meeting second-class mail admission standards.
