Behavioral health outpatient treatment centers must include the license number or name and address of any sober living home where a patient resides on their patient intake form.

Department of Health Services may verify compliance with sober living home disclosure requirements during surveys, complaint investigations, or at any other time determined by the department.

Department must publish a priority matrix on its public website detailing complaint levels, the process for assigning complaint levels, and investigation timeframes for health care institutions.

Department must disclose the complaint level to a licensee before initiating a complaint investigation.

Department must implement annual training and competency demonstration programs for licensing surveyors and their supervisors covering department policies, complaint investigation procedures, professional conduct standards, and transparent communication with licensees.
