Expands victims' rights to receive free copies of police reports to include audio recordings and video recordings from investigating law enforcement agencies for Part I crimes and domestic violence or sexual offenses.

Amends victim notification requirements in both juvenile and adult criminal cases to inform victims of their right to receive audio recordings and video recordings along with police reports.

Allows crime victims denied access to public records in superior court criminal cases to appeal the denial through a special action within the criminal case itself, rather than requiring a separate proceeding.

Adds "domestic violence offense" as a defined term in public records law and prioritizes law enforcement processing of police report requests from victims.
