Amends Arizona Revised Statutes section 15-183 to require charter schools to develop an emergency response plan in conjunction with local law enforcement and emergency response agencies, in accordance with minimum standards developed jointly by the Department of Education and the Division of Emergency Management.

Requires each emergency response plan to address how the school and emergency responders will communicate with and provide assistance to students with disabilities.

Exempts charter schools that provide only online instruction pursuant to section 15-808 from the emergency response plan requirement.

Makes no other substantive changes to existing charter school application requirements, sponsorship provisions, financial obligations, or oversight procedures.
