Amends water storage permit requirements to allow applicants to use stormwater as a proposed water source for recharging constructed underground storage facilities.

Creates new stormwater replenishment credit system where storers in the Phoenix Active Management Area receive annual credits equal to 95% of recharged stormwater volume.

Allows storers to use or transfer replenishment credits to offset their replenishment obligations within the same subbasin for groundwater withdrawn within two miles of the storage facility or served by a water provider with service area near the facility.

Directs the Department of Water Resources to treat replenishment credits as groundwater rather than stored water.

Defines "stormwater" as water collected from rainfall runoff on streets, sidewalks, gutters and other impervious surfaces, excluding surface water, effluent, incidental recharge, and net natural recharge.
