Amends Arizona Revised Statutes Section 11-1025 to require dog owners or caretakers to provide their contact information to any person bitten by their dog in a public place or lawfully on private property.

Maintains existing liability for dog owners regardless of whether the dog has a history of viciousness, and continues to prohibit breed-based determinations in court proceedings regarding aggressive or vicious dogs.

Preserves existing exemptions from liability for governmental agencies using dogs in military or police work when the bite occurs during lawful law enforcement activities, provided the agency has adopted a written policy on appropriate dog use.

Exempts the governmental immunity from applying when the bite victim was not involved in or suspected of involvement in the activity that prompted the use of the police or military dog.
