Amends Arizona's open meeting law to require that if a public body makes an open call to the public, it must occur at the beginning of the meeting before any official business is conducted.

Allows a public body to continue an open call to the public at a later time during the meeting if the initial open call exceeds thirty minutes.

Requires public bodies to allow individuals to submit requests to speak until the open call to the public has concluded.

Prohibits scheduling a meeting that contains only an open call to the public immediately before or after another meeting of the same public body.

Clarifies that "official business" does not include prayers, pledges, recognition of persons or organizations, or adoption of the agenda.
