Amends Arizona Revised Statutes Section 13-1310 regarding abduction of children from state agency custody.

Expands the definition of family members eligible for reduced criminal penalties by adding "an adult with a biological family relationship to the child" alongside natural or adoptive parents.

Reduces charges to class 1 misdemeanor (instead of class 5 felony) when a child voluntarily leaves placement and a biological family member keeps the child with intent to protect and care for them.

Applies the same reduced penalty to individuals who intentionally fail or refuse to return a child at the expiration of visitation or access under the same family relationship and protective motive conditions.

Maintains existing felony classifications for taking or enticing children from state agency custody, with reduced penalties only when specific conditions involving biological family relationships and protective intent are met.
