Amends Arizona's definition of child neglect in sections 8-201 and 8-201.01 of the Arizona Revised Statutes to add protections for parents based on financial circumstances.

Prohibits a parent, guardian, or custodian from being considered as having neglected a child solely because they are unable to provide supervision, food, clothing, shelter, or medical care due to lack of financial resources.

Maintains existing protections for Christian Science treatment and psychiatric medication refusal, preventing these alone from constituting abuse or neglect.

Protects parents from abuse or neglect charges for seeking inpatient treatment or out-of-home placement when a child's behavioral health needs pose a safety risk to the family.

Protects parents from abuse or neglect charges for bringing a child with behavioral health needs into the home if those needs pose a safety risk to the family.
