• Raises minimum age for tobacco and vapor product purchases from 18 to 21 years old throughout Arizona Revised Statutes, replacing all references to "minor" with "person who is under twenty-one years of age"

• Creates exception allowing active-duty military personnel, National Guard members, and armed forces reservists aged 18-20 to possess tobacco and vapor products if authorized by Department of Defense regulations and they carry valid military identification

• Updates penalty language to clarify fines ($100 minimum for paraphernalia violations, $500 maximum for age misrepresentation, $300 for vending machine violations) and community service requirements for underage tobacco possession

• Applies age 21 minimum to all tobacco products, vapor products, and smoking/ingestion devices including cigarettes, cigars, beedies, bidis, hookah, and waterpipe paraphernalia

• Maintains existing religious and souvenir exemptions while adding military personnel exception in new section 36-798.07
