Expands water measuring device requirements to nonexempt wells outside active management areas and irrigation non-expansion areas, with exemptions for small agricultural operations (10 or fewer acres) not part of integrated farming operations.

Adds new reporting requirement (subsection B, paragraph 6 of section 45-632) for persons withdrawing groundwater from nonexempt wells in locations outside active management areas and outside irrigation non-expansion areas, requiring reporting of well location, quantity withdrawn, fuel/electricity consumed, uses, and quantities used.

Exempts small agricultural withdrawals from new reporting requirements if groundwater is used only on land owned by a person with irrigation rights to 10 or fewer contiguous acres and the land is not part of an integrated farming operation of more than 10 acres.

Corrects technical references in section 45-2602 regarding southside protection zones in the Pinal active management area to clarify that reporting requirements apply to sections 45-632, subsections O, P, and Q and penalties under subsection P.

Makes minor stylistic corrections throughout, including grammar changes (e.g., "which" to "that," "non-exempt" to "nonexempt," and "upon" to "on").
