Amends section 45-105 of Arizona Revised Statutes to add a new duty for the Department of Water Resources director.

Requires the director to prioritize conservation and maintenance of Arizona's aquifers as the first priority.

Establishes protection of consumers of Arizona and all other water uses as subsequent priorities after aquifer conservation.

Creates a hierarchical framework for water management decisions that places aquifer preservation above other competing water demands.
