Amends Arizona Revised Statutes Section 45-852.01 regarding long-term storage accounts for underground water storage.

Changes the percentage of recoverable stored water credited to a storer's long-term storage account from 95 percent to 70 percent under standard conditions.

Maintains existing exceptions to the credit percentage, including 50 percent for effluent at certain facilities, 90 percent for specific mineral extraction operations, and 100 percent for water from outside the active management area and certain replenishment purposes.

Applies the reduced credit percentage to water stored at groundwater savings facilities and other storage facilities that meet the specified requirements in subsection B.
