Redefines "reasonably safe supply for irrigation" in non-expansion areas as a reliable groundwater source for 100 years instead of current rates of withdrawal.

Requires petitions to designate non-expansion areas to include an approved groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, with one-year submission deadline after county recorder issues petition form.

Establishes that the director's decision to designate (or decline to designate) a non-expansion area is a final determination not subject to appeal as an appealable agency action, with judicial review limited to petitioners and public hearing participants raising issues presented at the hearing.

Allows continuation of irrigation on acres that were actively irrigated after the director's initial refusal if that decision is later reversed on judicial review.

Prohibits filing a subsequent petition for the same area as a non-expansion area for three years after the director's refusal to designate becomes final.
