Changes the Director's authority to designate subsequent active management areas from discretionary ("may") to mandatory ("shall") when criteria are met.

Maintains three criteria for designation: necessity to preserve groundwater supply for future needs, land subsidence or fissuring endangering property, or groundwater use causing water quality degradation.

Designates areas cannot be smaller than a groundwater basin or include only a portion of one, except for regional aquifer systems in northern Arizona.

Requires the Director to periodically review all areas not currently in an active management area to determine if they meet active management criteria.
