Prohibits state agencies, boards, commissions and departments from using diversity, equity and inclusion (DEI) programs for hiring, training or promotion purposes.

Prohibits requiring state employees to participate in DEI programs and prohibits making DEI program participation a condition of state contracts.

Directs the Department of Administration to monitor state hiring practices to ensure DEI programs are not used for hiring, training or promotion.

Defines "diversity, equity and inclusion program" as any training, orientation, workshop, therapy or similar activity requiring participation that focuses on justifying differential treatment based on sex, color, gender, ethnicity, gender identity or sexual orientation.
