Appropriates $3,000,000 from the state general fund in fiscal year 2025-2026 to upgrade the heating, ventilation and air conditioning training program at Yuma/La Paz community college district.

Allocates $500,000 to support the logistics program in San Luis.

Provides $5,300,000 for a workforce training program including hydrometallurgical techniques training to operate and optimize cobalt processing.

Dedicates $3,000,000 to develop and implement an energy audit and optimization program focused on electric vehicle technologies.

Exempts all appropriations from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
