SB 1281 Summary

• Requires the adjutant general appointee to be a current Arizona resident or establish residency within 90 days of appointment, and meet either 2 of 5 years service in the National Guard or be a current/recently retired general officer with 5+ years of service in colonel rank or higher.

• Mandates appointees provide evidence of good standing with current Army or Air Force requirements before or within 6 months of appointment, with failure to meet standards terminating the appointment.

• Reorganizes the adjutant general's powers in section 26-102 to clarify existing authorities while adding ability to contract with individuals and political subdivisions for training, emergency operations, aircraft maintenance, safety services, and personnel recruitment and retention.

• Moves the Project Challenge educational program from mandatory duties (section 26-102, subsection C) to optional powers (subsection D) that can be established subject to legislative appropriation.

• Requires assistant adjutants general to be assigned in the Arizona National Guard, receive federal recognition within 24 months of appointment, and be in good standing with applicable military service standards at time of federal recognition.

• Makes changes effective December 31, 2026, except for assistant adjutant general provisions.
