Establishes training requirement for school officers to recognize and interact with children with disabilities, including peace officers, reserve officers, retired officers, and juvenile probation officers employed on school campuses.

Expands the school safety program to include school safety officers (off-duty school resource officers) and allows funding for safety technology, safety training, and infrastructure improvements when schools cannot place the requested officers.

Requires program proposals for officers to include a plan to train them on family educational rights and privacy act, civil rights, and adolescent mental health issues.

Makes school building blueprints and floor plans exempt from public records requests under state law to enhance school security.
