Updates fireworks standards from APA 87-1 to APA 87-1A and 87-1B (2018 version) and clarifies definitions of consumer and display fireworks.

Requires annual licensing for retailers selling permissible consumer fireworks and annual registration for wholesalers, with licensing fees to be established by the state fire marshal.

Prohibits sale of permissible consumer fireworks in tents, canopies, or membrane structures and raises minimum age for purchase from 16 to 18 years old.

Increases civil penalties for selling fireworks in violation of law from unspecified amount to $5,000 and increases fine for using fireworks on preservation lands from at least $1,000 to at least $5,000.

Authorizes the office of the state fire marshal, highway patrol, sheriffs, and municipal/county fire marshals to seize illegal fireworks and prohibits repeat violators (more than 2 confiscations in 5 years) from selling permissible consumer fireworks for 3 years.
