SB 1286 Summary

• Amends Arizona Revised Statutes sections 11-269.27, 11-822, and 11-823 to allow county boards of supervisors to authorize administrative personnel to review and approve subdivision plats, site plans, and development plans without public hearings.

• Permits counties to adopt ordinances allowing county employees to approve preliminary plats, final plats, plat amendments, and design plans based on objective standards, delegating authority previously held exclusively by the board.

• Authorizes counties to establish self-certification programs allowing registered architects and professional engineers to certify compliance with applicable ordinances and construction standards for qualified projects.

• Maintains water supply adequacy requirements for subdivision approvals but allows county employees authorized by ordinance to enforce these requirements alongside the board of supervisors.

• Effective upon approval by the Governor (approved March 25, 2025).
