SB 1287 Summary

• Allows part-time employees in eligible groups (municipal police, state highway patrol, and county sheriffs/deputies) to participate in the Public Safety Personnel Retirement System (PSPRS) beginning June 30, 2026, if they have at least three years of prior credited service and work 20-30 hours per week as patrol officers.

• Requires part-time employees to enter a written agreement with their employer before July 1, 2031 for a work period not exceeding three years due to qualifying events (birth/adoption of child or caring for family member with serious health condition) and prohibits them from performing off-duty police work.

• Limits part-time employment to a maximum of six years and excludes part-time earnings from average monthly benefit compensation calculations for disability pensions.

• Credits part-time service on a pro rata basis toward retirement benefits and applies existing contribution and retirement benefit formulas to part-time members.

• Makes conforming amendments to multiple PSPRS statutes regarding member definitions, disability benefits, retiree pool account transfers, and deferred retirement option plan beneficiary provisions.
