Establishes the Safe Community Enforcement Fund receiving $2,500,000 semi-annually (June 30 and December 31) from the Smart and Safe Arizona Fund for fiscal years 2025-2026 through 2029-2030.

Directs the Department of Public Safety to administer the fund and use monies for agreements or contracts with cities, towns, county sheriffs, county prosecutors, or the attorney general to enforce marijuana laws.

Allows the Department of Public Safety to use up to 10 percent of annually deposited monies for its own enforcement of marijuana statutes.

Requires the Department of Public Safety to submit expenditure plans to the Joint Legislative Budget Committee before spending and provide quarterly expenditure summaries within 30 days of each quarter's end.

Repeals Section 36-2856.01 effective December 31, 2030, and requires passage by at least three-fourths affirmative vote of both legislative houses.
